Questions & FAQs
Quick answers about shopping at Roma Shopping, required documents, shipping restrictions, tax-free rules and Brazilian customs allowances.
How to buy online
It is currently not possible to buy products through our website. Due to shipping restrictions to Brazil, only in-person purchases are available in our store.
How can I avoid buying counterfeit products?
All Roma Shopping products are original and come directly from the factory. When shopping outside Roma Shopping, we recommend buying only from trusted stores. By choosing these stores, it becomes very unlikely to purchase counterfeit products. Major stores have a sense of responsibility toward customers and a brand to protect. Paraguayan commerce has changed significantly from the old piracy image, now offering quality products and stores.
Required documents for shopping in Paraguay
Original civil identity document, such as RG, or a passport is required to cross the border. This applies to everyone, including children of all ages. Certified copies, birth certificates, driver licenses, professional or class association cards are not accepted as valid documents.
For minors under 18, both parents must accompany them. If one parent is absent, the minor must have international travel authorization in two copies, signed by the absent parent and notarized.
Is it better to exchange currency in Brazil or Paraguay?
Exchange offices in Paraguay usually work with a slightly better rate, and you do not need to pay IOF. It is also possible to negotiate a small discount when exchanging a high cash amount. These are discounts of a few cents, but they can create meaningful savings in the total amount.
Product shipping
We do not ship products to Brazil. Unfortunately, this still cannot be done due to federal taxes.
If the customer does not authorize a copy of their RG
Some people may feel concerned about the future use of their data by store employees. However, the buyer information does not remain with the store. It is sent to the Subsecretaría de Estado de Tributación (S.E.T) for verification of sales to non-residents in Paraguay, and this data is not shared with the Brazilian Government.
Customers who refuse to allow a copy of the document lose the IVA exemption benefit and must pay the full product value without the tax exemption.
This is an official determination of the Paraguayan Government, and all stores legally operating in the city must justify the tax exemption by attaching the document of the foreign customer who used that benefit.
What is prohibited to buy in Paraguay and take to Brazil?

- Cigarettes and beverages manufactured in Brazil and intended for sale exclusively abroad

Can I buy in Paraguay and receive the products in Brazil?
For personal purchases, shipping products to Brazil is not allowed. Companies that promise delivery or fast shipping use an illegal method.
Which documents are required to enter Paraguay?
Valid RG or passport. On the Paraguayan side, a driver license is usually not accepted as a document. Documents are rarely requested when entering Paraguay, but we always recommend carrying them.
How many products can I bring from Paraguay without being considered commerce?
For return by land, you may bring the following goods in your luggage:
- 12 liters of alcoholic beverages
- 10 cigarette packs, not cartons, containing 20 cigarettes each
- 25 cigars or cigarillos
- 250 grams of tobacco
In addition to these goods, you may bring up to 30 units as follows:
- Up to 20 units of goods below U$5, with a maximum of 10 identical units
- Up to 10 units of goods equal to or above U$5, with a maximum of 3 identical units
What is the tax value over the allowance?
The tax is 50% of the amount that exceeds the allowance. Example: if your purchase total is US$ 700 and you return to Brazil by land, calculate US$ 700 total purchases minus US$ 500 land allowance, resulting in US$ 200 excess. Applying 50% to US$ 200 means US$ 100 tax must be paid.
What is the allowance value to avoid paying tax?
US$ 500 per person for those returning by land or domestic flight, such as Foz do Iguaçu airport. US$ 1,000 per person for those returning via international flight, such as Ciudad del Este airport. Person means adult or child of any age.
TAX FREE – Paraguayan I.V.A. Tax
Paraguay operates under a single taxation system known as IVA, Value Added Tax. Foreign customers who are not residents of Paraguay do not need to pay IVA, which corresponds to 10% of the product value.
According to Regulation No. 108 of the Tourism Regime and Decree No. 6,406/2005, to qualify for this exemption it is essential to present a photo identification document for registration. Many stores had already complied with this requirement since the resolution took effect, but not always following every criterion, such as accepting documents recognized by the government. During that period, the Brazilian driver license and other documents were accepted for this purpose. However, the Paraguayan Government notified stores that only civil RG or Passport should be accepted as valid documents, and stores that continue making this mistake may be fined.
